Female Shih Tzu health issues?

my 8mo old Shih Tzu keeps licking the floors, walls, arms, baseboards etc, I thought she needed vitamins, I'm doing this. I just caught her peeing in the floor as well as using pads and she goes outside. However, she has been caught licking up the pee inside. She also acts as if she has a dry mouth sometimes and acts as if she has alot of sinus drainage . Does anyone have any suggestions as to why she may be doing these things.
