Why would Bush think its smart for one man to control spending of 700 billions dollars?

Emperor Bush and King Henry (Paulson) would certainly like to see such a thing happen since they'll be out of office in a few months. no oversight means Paulson can just give Bush and his cronies a ton of the money and the taxpayers wouldn't be able to do a thing about it.
